CNN —The United Nations’ agency for Palestinian refugees will shutter its East Jerusalem headquarters after the compound was set on fire by “Israeli extremists” while staff were inside, its chief said Thursday. “This evening, Israeli residents set fire twice to the perimeter of the UNRWA Headquarters in occupied East Jerusalem. This took place while UNRWA and other UN Agencies’ staff were on the compound,” Lazzarini said. Israeli officials have long criticized UNRWA, which plays a central role in feeding and sheltering hundreds of thousands of Palestinian refugees. Anything less will set a new dangerous standard.”CNN has reached out to the Israeli government for comment.

JERUSALEM (AP) — Israel has imposed financial restrictions on the main U.N. agency providing aid in the Gaza Strip, a measure which prevented a shipment of food for 1.1 million Palestinians from reaching the war-battered enclave, the agency's director said Friday. The U.N. food agency defines a famine as when 30% of children are malnourished, one-fifth of households face acute food shortages and two of every 10,000 people are dying from hunger or malnutrition. UNRWA, which serves about 6 million Palestinians whose families were displaced during the war surrounding Israel's creation in 1948, denies the charges. UNWRA is the main provider of aid to Palestinians in Gaza, but Israeli bombardment and combat between Israel and Hamas has made much of the territory too dangerous for aid convoys to cross. Israel alleged last month that 12 employees of the aid agency participated in the Oct. 7 Hamas attacks in southern Israel.

Funding to the Palestinian Authority, the body which exercises limited governance in the occupied West Bank, has been severely restricted by the months-long dispute over transferring tax revenues Israel collects on behalf of the Palestinians. Although Gaza is controlled by Hamas, the Palestinian Authority continues to fund essential areas of the blockaded enclave's budget including paying the salaries of health workers. The dispute over the Palestinian Authority budget coincides with a separate dispute over funding to UNWRA, the United Nations agency which pays for emergency relief for Palestinians. Much of the UNWRA budget has been cut off since Israel accused 12 of the agency's 13,000 Gaza workers of involvement in the Oct. 7 attack.

What Withholding Funds to UNRWA Means for Gaza

Since the start of the war, UNRWA has coordinated the distribution of relief to Gazans suffering from displacement, hunger and illness. “Withdrawing funds from UNRWA is perilous and would result in the collapse of the humanitarian system in Gaza,” U.N. officials in a statement on Wednesday. Here’s a closer look at how the agency, formally the United Nations Relief and Works Agency, spends its funds. UNRWA operates across the Middle East, providing aid and services to Palestinian refugees, but it employs the most people in Gaza, where 1.7 million refugees resided before the war. The bulk of UNRWA’s regular budget for Gaza goes to pay the salaries of 13,000 employees, including teachers, health care specialists, engineers and sanitation workers.

Of the 13 UNRWA employees alleged to have been associated with the attack, the Israeli document alleges 10 were Hamas operatives, two were Palestinian Islamic Jihad operatives and one is unidentified. It also alleges that at least one UNRWA employee supplied logistic support to the attack. In a statement Sunday, UN Secretary-General António Guterres said nine UNRWA staff members at the center of the allegations had been fired. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. Israel has strongly opposed calls for a ceasefire, maintaining that it needs to press on with its aim of eliminating Hamas.

Jerusalem CNN —Israel has dropped leaflets across parts of southern Gaza calling on civilians to evacuate and “head towards known shelters,” indicating Israel could soon expand its ground operation against Hamas to the south of the enclave. Respecting the instructions of the IDF will prevent you, the civilians, being exposed to harm,” the leaflet read. Israeli Defense Minister Yoav Gallant said Tuesday that Hamas had lost control in northern Gaza, including Gaza City, which has become the epicenter of Israel’s ground offensive. “We are in control of the entire area above and below ground in the northern Gaza Strip, and especially in Gaza City,” Gallant said at a news conference, referring to the IDF’s Golani Brigade. Last month, Israel dropped leaflets in the north of Gaza, telling civilians to evacuate south of the Wadi Gaza, before it launched its ground offensive.

CNN —Dozens were killed and many more injured in a blast at the Al-Maghazi refugee camp in the central Gaza Strip late Saturday night, according to an official at a nearby hospital and eyewitnesses who spoke with CNN. One resident of the camp told CNN: “We were sitting in our homes, suddenly we heard a very, very powerful sound of an explosion. People check the damage at the Al-Maghazi refugee camp on Sunday. Alaloul, who is a freelance photojournalist with the Turkish news agency Anadolu, said his home was destroyed in an Israeli airstrike that targeted the Al-Maghazi refugee camp. The Al-Maghazi refugee camp is located in the central part of the coastal enclave south of Wadi Gaza, the waterway that divides north from south Gaza.

The UN aid agency that supports Palestinians in Gaza says 72 of its aid workers have been killed. In all of last year, 76 UN aid workers were killed in attacks around the world. During the last major Israeli military campaign in Gaza, in 2014, UNWRA said that 11 of its civilian aid workers were killed. For comparison, a total of 116 aid workers across all conflicts and organizations were killed in all of 2022. Israeli airstrikes on Gaza have killed a dozen UN aid workers, a spokesperson told Insider. The dead, who were all Palestinians, included five teachers, a gynecologist, a psychologist, and support staff, she said. "I want people to know that there are civilians — really civilians — who are being killed in Gaza," Touma said. It runs a network of medical facilities in Gaza, as well as schools that are now serving as shelters for nearly 220,000 Palestinian civilians. Local authorities say 1,417 people have been killed in the Israeli response, with another 6,200 wounded.

"The strike will go on until UNWRA accepts our demands," said Jamal Abdullah, head of the union representing workers paid by the agency in the West Bank.
